i saw that he is  worth same as kukaku , shy nemu , handsome toshiro etc ....
I think he is worth more than them but its still good .

The only use for "Gentle Byakuya" is pairing him with Nel, Kukaku and Koga. The stun is useless, even if it was on supporters as well, he wouldn't be fast enough to attack first, and even if he did 60% is too weak to one-shot. Unless you're a lot stronger than your oppenent, in which case you would win anyways. Sad, his skill and attack anim. look so nice.

%12 speed from talent , %10 from mod and %15 from bond. He is fastest support i think but as u said %60 so low and stun useless

his mods are only 10% speed though? some have 20% in theirs (e.g senju)

he has 18% agility and 12% spd in his talent, 10% spd  from mod and 15% spd from bond with B.Rukia. makes him 2% faster then Senju
