Block stones should really only be used on your vanguard unless you own a Mayuri and or don't run a vanguard for es.  Counter stones can be used for all partners but should be mainly used on your vanguard to stop people from landing crits.

Block becomes useless in high bp cuz everyone's at 90% break def so it cancels the 90% from block stones, also block stones have lower grow rate than break def stones (I mean one lvl 10 stone block is 20% but a lvl 10 break def stone is 30%)
That's why you should put counter stones on your team, cuz a counter stone same level as a crit stone gives more : 1lvl 10 crit is 20%, 1lvl10 counter is 30%
U can say that Crit<Counter, and Block<Break def
Of course it has exceptions, on partners with % over cap (For instance, 90% counter is not that usefull against BRenji with 160% , it still makes 70% crit)
Anyway, just put counter stones for pvp, and block stones for pve generally

I would use block only for your van.  I took off all my character bar my van as an example for you

For the rest of your team just use counter stones but focus on your van more.  Also my noza is average and not that strong compared to others

block for supports is not the best place to put them.  counter is the better choice back there  if you have extra block stones, i'd put them on assaulters for pve

what's your level, pvp, pve formation, zanp....???

block (return damages) => for offensive VGs (not essential on defensive ones) AND as much as you can on Assaulters (especially if you play ES and RA with no VG) / supports may come last
counter (avoid-crit) => on all team (VG in priority, to avoid giving ez fury to opponents when the fight lasts more than 2 rounds)

block is good on defensive vangs too, because blocked hits deal much less damage
