EU 213 like 4-5 ppl max online not goign to upgrade any further than VIP5 till i see some improvement. Please merge

We are constantly 3people on quincy evil spirit , 1 guy on Arrancar 0 ppl shinigami evil spirit. help please. im willign to go from VIP 5 to 9 if i see atleast 20 ppl online or atleast 3 paths in guild wars. -.-
