For people Us s42-44.
From what i've seen so far,
s42's strongest players are quincy, although i'm not sure who their strongest guild is
s43's top 3 players are all quincy, although the number 2 play just gave away his acc and i don't know how active he'll be. The number 1 player is only on for boss everyday and all events on the weekends. The shinigami's have the most active guild but can be taken out if the top 3 are on.
s44's top player is quincy and the 2nd and 3rd are both arrancar. The top player doesn't seem to be on for alot of the events or at least when i've checked. The arrancar have the strongest guild which seems to be very active.

S1 doesn't need a merge it's pretty strongly populated compared to everyone else.

They aren't going by clans. It seems every 4 to 5 servers in a row become one is all. No real research was put into it. They aren't going to try to event out the clans. Just throw people together and pray they spend more to beat each other.
