Of course, Toshiro is a cash partner and Shinji can be recruit with silver. Definitely, Toshiro has a better stat than Shinji.

Toshiro will not be out in NA/EU for 4-6 months, I've already spoken to the staff about it. They consider him to OP to release this early on NA/EU servers.
