To get tokens u need to clear a line entirely. The system should have been that you get tokens even  ...

I wholeheartedly agree with this. I can't clear even 1 line.

i cant clear 1 line because theres a guy with about 500000 BP, and i only have 380000, and ive been at this guy for a month

I thought if you did this the amount you received per line is lower?
At least that is what I recall from prior threads on the same topic.
However, if you aren't clearing anything I would suppose even a lower amount is better than nothing.
I might try this at the next cycle as i can't clear the last 2 rows in mine...

At higher levels I got 102 tokens for the first line, lowest level I got 48 tokens first line.

If you can clear a whole map at 48 first line, I think you got around 150 or 200.
You will probably have an easy time the first few days.
You'll also be gaining points a lot faster in csb rankings, so eventually you get back up to the same place.

I went from unranked to low 20's by the end of CSB; gaining a total of 485 challenge stones for my first CSB.
