I would say that upgrading your partners is 100% worth it if you have to right partners.
But upgrading a partner like Komamura is not worth it when the cost of upgrading him far outweighs the cost of getting a new partner like Hollowed Ichigo.
In my opinion, you should upgrade to some better partners first, which costs about one-tenth of what it costs to upgrade partners to red.
Keep in mind that it costs about 1.000.000.000 (1 billion) silver / to upgrade 1 partner to red and getting H. Ichigo costs about 250 -> 400.000.000 (250 > 400 million) silver to get.
To go into a little more detail, I will compare the end stats of Komamura and Ichigo:
Upgrading a character doubles their base stats, growth-rates and upgrades the color of their name to the next level. (from blue to purple, purple to gold and gold to red.)
Thus, the character can only get as strong as the original character lets it become.
