hiki isn't useless vs TSI...  but a hard stacked TSI with RJ is a tough one to beat...  B Rukia however is a great tool to use...  or maybe a Rajin Yourichi that is T1 and slower than Hikifune, giving a better chance to get that mutulate on his TSI

Well i have a player in my sever who have tsi and rj but i have no chance againnst him.
Rookie, iif u heard about him.
But another player have tsi and im afraid he will get rj as well and idk how to defeat him.
Now i can defeat him very easy but later i'm not sure, even if i'll top up 40k i'm not sure that i'll defeat him because i want a vanguard

mutulate...  Bankai Rukia is the best defense vs a hard stacked vang...  find a way to put mutulate on his TSI...  Oetsu, R Yourichi, 5th mod Koga, Bankai Rukia...  this is what you need if you can't take his TSI...  or just stack hard on another partner so you can deal real damage on TSI

What do you think about Katen?

Katen is a pve god ATM, in pvp RJ is better, but Katen is second for non Noza users, and even for some of Noza users she is second best.  (for my team and other Noza/support heavy teams Hyorin seems to be the better choice for them as regen on Noza is kind of a big deal)

but the thing that makes RJ so boss in PVP is of course his mutulate...  ATM, your 3 options to deal with this are to kill them ultra fast, Chair Aizen, and mutlate of your own....  of these 3 options, option 3 is usually the easy route, and is the whole reason I'm using Rajin Yourichi, lol   and the fact that she's a boss, lol

as mylar said, if u dont have the dmg on ur senju and hiki to simply kill hes team before hes rj skills givin the def buff to hes team and the dots on you, then u need a vg killer, and from what mylar listed, imo oetsu is ur best and cheapest bet, and here's my reason why i think so
right now u can get brukia in dominators event for 20k gold but imo thats just a waste as you will get only a partner with no bonuses whatsoever, while if u go for oetsu and heres the thing about oetsu hes special has mutilate also but it goes on Random target unlike brukia which casts mutilate on vg, so even though oetsu mutilate is random, he gets a shietload of dmg without hard stacking.
so my advice whould be to get oetsu and decide which you wanna use, senju+oetsu for extra combo from senju or hiki+oetsu
