Aizen were provenly (as the manga have ended) one of the strongest being to ever exist.
Did he ever face the full power of it? No he did not since Yamamoto rarely used it at all.

And that Zanpakuto is not exactly strong, it needs preperation and can be modded to attack Mayuri's opponents as long as he knows about it beforehand. However mention anything that can prepare the blade to face every single opponent the blade infront of him have ever killed.
That damn Zanpaktou is damn overpowered and no weapon can face it.

Devs don't really care about actual power (for example hisagi being stronger than yamamoto). The only ones in manga that can compete with ryujin jakka are aizen's kyoka suigetsu, ichigo's true tensa zangetsu (according to hype it got, can't say too much about it actual power), and ichibei's ichimonji (well, ability to erase power of your opponent is damn OP). But there are only zanpaktou who can compete with RJ, hard to say if any of them can be actuallt stronger

The same could be said about katen until RJ was released, i'm pretty sure that next zan will be perfect counter against RJ so top dogs have to buy it to remain strongest.
