You can get them if your are lucky in the soul cultivation or spend your cultivation bar to get 200 of them. You have 30 of them when you buy or renew your shinigami agent and you can get some of them in certains events, but rarely for free

Well sorry about that but as kannebankai said it aint easy with that way as much as its easy with getting inherit and using mostly tavern urahara and tavern nel coz they give 22 and 26 mod frags a day respectively.
