Yes he still good, but really depends. Do you think he will move you up the ranks a lot? If no then don't bother with him imo. Almost all the bigger benefits come from PvE and thus you better going for someone that benefits both pve and pvp... ikkaku does this due to his fury reduction on attacks.
Really it up to you. Yes he better but unless without him you fall back, or with him you progress forward alot I would say not to bother

I am not sure if he will help me or not. I read somewhere on the forums that he is good for Kido users, but wanted to get some feedback from people who use him.
Only 1 guy has Byakuya in our top 8 , and now he is sitting on bench instead of Zaraki Kenpachi , All our top players have Unohana and Gin and Byakuya is a bit usless when he cant use his skill at all or even if he uses there is Unohana to top Vg and assaulters back up.
If you have spare mod slots and silver to spare.. He's a really good choice with the right partners.. He alone can wipe out an entire team. I'm currently doing his modifier so i can final mod him then i'll be using him with my new pvp team. "GLASS CANNON!"
