Hisagi wins only when it comes to pve, he has higher damage than koga but overall he feels for me just like upgraded yama, character meant to be stacked, thus making him bulky partner with high damage but still slow and without too many ways to use.
Koga is a lot more useful partner who can be used in different ways, firstly he is really fast for assaulter so with zan like senbon he can even compete with supporters in speed, so you can even try to one-shot opponent (and even if he won't one-shot, his skill still will have great effect on enemy's team, chaos'ed supporters+ vanguard and assaulters without enough fury to skill )
Secondly, he can be used very same way as hisagi, just as bulky partner who hits like truck
Thirdly, his mod "Decrease all enemies Hit Rate by 100%" makes dodge viable, nothing really OP but sometimes it also can help I guess
Fourthly, what makes koga really OP is his death mod "When being killed, cast mutilate on all enemies (40% of HP) for 2 rounds.", you can just make him very fast and fragile so that he attacks first (if he can), mess up enemy a little bit and then dies to opponent's attack casting OP mutilate on every enemy's partner , after all it is taking 80% of every character in your opponent's team so that's makes job a lot easier for rest of your team, works perfectly fine with stacked vanguard
So yeah, IMO koga is better and he actually wins by a lot, that's reason why he still didn't show up in ubp while hisagi did already twice |
