probably the same reason they give kido attack to assaulters and vanguards, and physical attack on supports...  gogames logic to the max

Combined evo parts are giving fixed bonus, some fit, some others no.
they didn't create 1 evo part per character (87 parts X 109 characters = 9483 parts...)

the only reason to bother such evo, is to upgrade to next level.
obviously, if this evo comes at level 11... just forget it ;)
