I will get nnoitra and kenpachi in lv90 until lv 110 to h.ichigo., since i'm focused on PVE and Bag of hp means Toons of Hp, his talent increase 20% HP and raises stamina , if you're using 3A-1S he is perfect for survive , because since in high lvs instances , soul palace, hollow map the enemies skills attack Assaulter instead of vanguard. if you have enough red reishi like me, nnoitra strengh overcome sajin defense. Nnoitra - Attack enemy vanguard, growth rate is 170%, and increase own assaulter's Aid Rate by 85% (two rounds) and the #4 modify When being attacked, has 20% chance of stunning enemy for 1 round, nnoitra is better if you have sources for he like me, i'm a f2p too, and about mod frags, he can get 10 universal mod frag in workshop everyday , i am keeping 102 Almighty modify frags for now, i am at half of lv 88.

He doesn't use strategy ATK. Easy to check: just do a fight without wisdom stones and then same fight with it, you'll see no difference in damage at all.
Instances and soul palace take no efforts to pаss once you reach enough lvl to access it, surviving is irrelevant there.
Hollow map.. Yes, it does make sense =) Though in order to make it easier i'd recommend to look at tosen and unohana first.
Btw Hirako has some points too. His ability to deduct fury under hit is great. Especially against partners who otherwise get 100 fury every turn. I met some people with pretty strong Hirako in CSB (for example), there were some decent fight.

Starrk, H.Ichigo and Komamura have same modify tier and still they don't use strategy ATK neither ;)
It's just a first tier to adjust
