Since i have no emppirical data on how the pattern works to get rebate cards, i couldn't tell.
Form what you said, the ratio getting a rebate card for example is 1050/210 = 5, so you'll need tu use five chances to get one card given a 3% rebate if i understand well.
The trick will be to use these chances if the pattern is correct if and only if the 3% > to the amount of gold spent on the rebat card

That what i want to know, i'm sure there is a ratio about these cards, maybe correlated the number of tries you have, or the amount of gold you toped up to do the event...
