Hiyori and Shunsui are great, good for Bankai Unohana and crap tier for the other 2.

Ideas for Hiyori:
1.  Shinigami Hiyori(Turn Back the Pendulum Arc)
2.  When in Battle with or Against Mayuri, Shinji or Urahara she gains 100 fury per round and her atk and damage increase by 20%.
3.  Special skill should be Hiyori drop kick.
