does it matter when i does infuse spirit on armor?

It depends on the armor.  If you are trying to infuse armor that was forged, it doesn't matter when  ...

aquarius sockets for 2 stones first slot, 4 for the second...  if you max your soul cultivation bar, the lowest level pack of stones will fully socket one full set of aquarius gear (one weapon and the armor)

its technically not more expensive to infuse at higher lvls it just takes longer, i waited till they were lvl 80 set since i already had the protection stone so i didnt have to buy another one.

cheapest will be to get socket stones from seireitei attack but it will take a while (only 10 per month)
a lot faster will be soul cultivation but IMO it's better to use it on exclusive frags and just be patient with seireitei attack
also remember to socket it while it is still 60 lvl set since higher lvls consume a lot more socket stones
