You pay for the privilege of not grinding, aka not playing this game. Vip sounds good but this game is so much filler that people pay to skip/auto most of it. Personally it's best to not top up, in a year you'll leave this type of game, and a couple years later won't remember anything but the time and money you wasted. There has been nothing substantial added to the storyline because this game is an unauthorized version of bleach with the same mechanics of ultimate naruto/anime ninja w/e they call it these days. Anyways best of luck and hope you enjoy playing a game that mostly plays itself.

I think you should be VIP if you want to be competitive and be in top 5 on your server. Otherwise I  ...

VIP in itself doesnt make you competitive.. It just gives you few bonuses which mostly saves you some time playing the game.
What makes you competitive is huge amount of gold you top up so you can buy, synthetise and eq high lvl (7+) spirit stones of every kind in every armor set + weapon you use...
I invested into vip 4 to save some time and its nice but it doesnt make me competitive because I dont have enough gold to buy huge amout of spirit stones which increases your BP a lot..(which in my opinion is the biggest problem of this game)
Right now I have like 114k BP on lvl 63 and a lot of guys have this kind of BP way below 60lvl simply because they have topped up a lot...(another matter is that this game gaves you much more xp than money doing daily stuff unless you can kill ryokas without problem from atleast half health(which you can usually do if you topped up a lot and bought stones...)...so you have high lvl but not enough money to upgrade stuff like reiatsu which is overprized as hell.

go high if you going hard core on the game if not low vip will be just fine depends how long you commit to this game.

what is the recommended vip level for highest efficiency for money, without spending too much?

I'd recommend VIP 4 just for autobattles in stages and skipping battles in arena and etc..It will save you a lot of TIME.
