Town Festival - when will chapters update?

In description for ''Seireitel Farewell'' it says that chapters will update, when will that happen?  Also a sub-question: If i have character limit - will i be able to hire character or do i have to buy an extra slot?

you need an opened slot to hire a partner

to hire u need extra slot, to rent no need for extra slot, unless u plan to slowly buy the rented partener

Yes, thats what i've done. Altrough expired hired characters do not count.

right now my  partner slots are at 30/29...  you can rent partners when you are at your cap, and you can use partner items when you are at cap...  or this has been my experience

That might be cuz you lost mungetsu rank and aleredy had these partners in inventory. Which items do you mean?

I am arancar leader, never been higher...  and when you buy a partner with gold, a lot of times you will get an item with their name and a pic of them, you use that item and `poof` that guy/girl is in your party at level 1

Yes, but that does not apply to hired partners. You get them directly.
