how do i get shinigami ururaha bond on tsi?

The only part you need to worry about is what is seen: "Damage dealt is no more than 50%" means let your main do more damage than TSI.  

Key points for all bonds:
1. You can only enter the bond stage when you have all 3 stars for the required stage.
2. You can only enter battle with your main and the partner you want to bond for(no zanpakuto).
3. If you see no less/more than a % for damage/hp, that is referring to the bond partner.  If it says no more than 30% hp, the bond partner needs to take at least 70% damage.  If it says no less than 90% hp, the bond partner can not take more than 10% damage.  The same thing for them doing damage.

Shini Urahara should not be in formation.  Read my previous post, the point #2.  Formation should be only TSI and main with no zanpakuto.
