Its hard to see here since the freeze debuff icon doesn't show, but Nemu's turn gets skipped in the first round.

It's quite easy to see that Nemu didn't attack.

It still does this. Edit: You are talking about PvE monsters? Yes, they can't be stopped from moving from the ice anymore.

As Devvoke is saying, there is a growth rate on Freeze. Before it breaks, it will increase the damage on the enemy by that %.
