Modify partner window bug

I dont know why, but after windows update last night I cannot open modify partner window. It seems it loads to 80%, then resets and reloads to 100%. Loading goes away and then it just stays greyed out. It does not open the modify window. Tried restarting, using IE, Chrome, Firefox. It does same thing in all browsers. So either game is no longer compatible with windows, or they had some update / bug happen. I think updates go out to everyone, so their servers might have gotten the update and it borked the game.
Anyone else having this issue? Maybe had this before and found a way to fix it?

PS. I also tried on my other computer which runs windows 7 and not 10. Same thing happened. So I have to conclude it is on their end.
