he has no T1 and (no offense bro) shitty stones as he over combined them, so he doesn't have the speed to really capitalize on that one...  I've been through his acct and bar none, his best way to success is a hard stacked vang and a solid pve team, if he tried to outspeed and out tactic Hori, he would possibly never get there as it's a very steep wall in front of him going that route
remember, she has 30 levels on him plus a lot more stones, better partners, ect...
