Even without having RJ, my instinct is to immediately grab Muken. If you stack him right, speed won't even matter. Kyoka right now is kind of a Catch-22 the way she is. She will clear debuffs (no longer clears enemy buffs) and gives you the highest speed in the game. But if you go first, there is no buffs to clear, and 2 turns later, the buffs will be gone anyways as that is usually how long most buffs last, so there will be no buffs to clear.
That means you need to make your team slower than the enemy, but if you will be slow anyways, you might as well just get Muken as he is slow as shet, and just mega-stack him. Muken just has no other drawback besides the speed, but he can tank pretty much anything on the first round.
TL;DR Muken has more immediate and long-term benefits, whereas Kyoka you need your team to be slower than the enemy team. But if you slow down your team, might as well just get Muken since he will only slow down your team slightly. |
