If you can, get dodge on him, especially if you're going for his exclusive skill

It will be hard without t1. Besides that I don't have enough socket stones for the gears, all are at 1/2. My stark is at lv24 exclusive.

his exl kills 100% doge rate not block, not sure mine is lvs 21 exl for now. an i uselly just skip battles

Nope, the order of priority is :
Dodge > Block

Starrk tries to dodge first, if he fails, he tries to block, if he fails again he'll take the damage normally.
