Mayuri has a max shown block rate of 210.85% if all mods are changed to 12% block.  He has a max block rate of 218.85% in battle if he keeps the 20% block aura.  He also gains another 30% block from exclusive skill and has a chance to gain 20% block when hit.

I can post him later after I do dailies.  Here is a BR from last VR.  In this BR, he is wearing the 2nd set of assaulter gear to help boost Muken's defense, so his blocks don't hit as hard as they could if the was wearing the other set.
