Not in my knowing you start with a 100% hit rate, and the only way to boost it is stones and refining gear

dont forget titles as well, such as ''eagle eye raider'' u can get that title if u manage to slay 500 ryoka in totall, [very easy especially if u can 1 hit to wave 40+]
the title is +20% hit rate and +5% break defence.

True i forgot the title thing, yes some titles will give you extra hit bonuses too
