30k points will get you only RJ, and RJ is so much better than anything else it's a no brainer

first you should say what you already have and what you need the most, what is your main focus and how looks your situation in csb (how much you can clear and how many inferno stones you already have), some informations about your main opponents could also be helpful as a lot about your formation depends on whom you are facing and how their team looks like
RJ will be best for most of the players but unlike what Mylar told it's not "so much better than anything else it's a no brainer" even though it's never the wrong choice and will benefit your team for sure, but there are also other things that can be even bigger help for you in long term,IMO main alternative in this event for RJ is hasch but you could also reconsider spending 4k more gold to get one of 40k rewards, probably my advice will end up being: "get RJ" anyway since as I said it is like that for most players but it's good to remember that times when only way to beat RJ user was by overpowering him by a lot are over and it's good to have better look at other things which could serve you better especially since kyoka is top-tier zan just like jakka and it's available for free while you won't get top-tier supporter or vanguard for free

If you're on a new server, I'd suggest doing a 4k extra top up, as Miken mentioned. Then grab Hell-Verse, since he will carry you pretty hard.

If you're PvP focused, or you already have a very good team, RJ will be the best choice
