The highest lvl possible or the person with the highest lvl currently? I don't know what the highest lvl possible is but I believe the person with the highest lvl overall for EU/US is Wis Hatake from Eu26 with 128 but he quit awhile ago so someone may have passed him by now.

Highest lv is 150

highest lvl might be lvl 175 or 180 since u need to be lvl 175 to get in the first div tower//
