It's for the Bleach Online Bot that is released by ToolWagon. It's legit and runs a lot smoother then the older model, still has some fixes to be done to it and such but for the most part works.

They seem to not really work on this tool, haven't been contacted by them in over 2 weeks since the ...

In the skypegroup we are in as toolwagon community operators, they regularly update us on their progress, last update was last wednesday^^
THey are constantly improving the bot, though it might be slow since they are working on bots for a lot of diff games in the same engine
