nah, its just that only the devs can restart the server, and they aren't online yet..

I don't think Devs are the ones maintaining stability and performance of servers. Devs are the ones that are working with game itself, content, testing, programming, art and such.
Then there's that lonely server guy who answers the phone when update or issue occurs.
