Looks like Renji's death mod failed to kill Harribel, then Retsu couldn't kill her. The combination of Rangiku's healing both of them and the aid rate, gave both them enough time to heal up.

take a look at the 6th and 7th mod on harribel and you might get a hint on why

20%decrease enemy kido attack
25%chance to give one random ally 100fury when attacking (seems it doesnt need to hit the enemy to work)
she might be phase 1 towards red and have exclusive fragments invested too
