I would still rather save those scrolls, once you get higher level and access to more content you will get silver easyer, at first just try to keep the most important things fortified: weapons and get some reiatsu upgrades but you don't need to push it super high, while you focus on recruiting good partners via janken. author: DjTrayz time: 2014-11-23 00:47:32

start from selling the items that you don't need anymore (example: if you have excess accessories, old equipment, low lvl of infused spirit water, low lv of gear materials, etc.. you can sell some)
when spending, focusing one at a time, don't do all together or you will suffer "no money syndrome" .
when you really need to have new partner, stop fortify/lvl up reiatsu until you got the partner you needed
you can just use any of this method:
1. doing janken little by little
make sure you have some money left for dailies (hogyoku, guild donation etc), at least 3-4m spare.
