Get up his crit rate, change few mods for block at least get around 130% block and max his hp bond and you will have GODstarrk

It will be hard without t1. Besides that I don't have enough socket stones for the gears, all are at 1/2. My stark is at lv24 exclusive.

his exl kills 100% doge rate not block, not sure mine is lvs 21 exl for now. an i uselly just skip battles

Nope, the order of priority is :
Dodge > Block

Starrk tries to dodge first, if he fails, he tries to block, if he fails again he'll take the damage normally.
