Is ultimate equipment chest in discount frenzy giving the lvl 100 cyclone ultimate set? cuz it says on it that open to get lvl 100 ultimate equipment... And if it gives can i upgrade it in shutara's shop even if I am lower lvl (I am 69 atm)

You wont be able to open it until you hit 100.
