you can't get partners after you dismiss them.

Absolutely!so you should make good decision in terms of dismissing and recruiting partners cause this would make a lot of difference.

but is there no way to get ganju (or kira) back? those green partners?

No you get the green partners (ganju and kira) only once so you can't get them back anymore. Only way would be to start on a new server but thej are the basically the weakest characters so you won't really miss them unless you wanted to have them for fun
