This Shinigami Uruhara is nerfed

Wow lol, I have Shini uruhara on my CN account, only a level 93 and my one on EU is 106, I just used the exact same stones and treasure and same hogyoku and everything ( Hogyoku is 2 levels lower on CN than it is on EU, 13 instead of 15) And wow. EXACT same level with exact same gear, except my EU ones are lv 106, And guess what? My shini uruhara on EU has 81k speed, when my tosen had 101k with the same stones, treaure and hogyoku. Here's the fun part!!!!!!!! On CN, like I said I used slightly weaker stuff, otherwise everything was the same, My shini uruhara on CN has 97k speed lol...

he is good... if u can use his potential (t1 without any help that is) otherwise theres not really anything speciail with him. he's just a super fast character that can lock down enemy supports

Nope, he does not need to be t1, I have him at 118k speed, fastest character by far, my second is Gin with like 82k speed. I went from middle of A rank usually, to S rank from day 1 (started on A) cleared 3 rows and 1 and 3/5 on 2 today.
