I think they just wanna activate the skills, some are still pretty good even if they're low tier skills

Well, yes we should. But ist currently showing the same skill description for the different Levels. So we either wont be able to upgrade them, or the descriptions for the higher Levels are currently wrong.

Isshin got hit pretty hard again compared to his original exclusive skill that was posted in the other thread.
Posted Ishin was:

ISSHIN: attack assault 250%, void for 2 rounds and reduce defense by 70% for 1 round, increase own assault combo and dmg rates by 50% for 1 round, recover self 100 fury

We have only a defence reduce by 25% and raise assaulter Combo and damage by 20%. Rest remains as posted before.

EDIT: oh wait those exclusive skills had several tiers, right? So what we are seeing now is only the first Tier, but they have three? or was it two?

EDIT2: Jep, found a question mark where you can the exclusive skill Levels if you hover over it. But all the different skill Levels are currently having the same description. So we either wont get different skill while leveling them up, or they havent put in the right descriptions yet.
