How to get Hogu Convert Talisman?

So as the title says, how do I get Hogu Convert Talismans? I am rather outdated so it would be nice to know. I've tried to find existing info, but it is not much nor is it specified at all.

I've gotten loads from the Bleach Treasure Map event, just normal rolls.

Thanks. Appreciated. I just don't get why they can't give proper information....I assumed it was top up, but I wasn't sure.
