i'm vip 4 and use it when i kill my own ES, to attack the 2 others at the same time. But 2 vip 0 players in my server use it and it works perfectly. And you can use it 1 min after you attacked ES, so it's not like exactly 30 sec or so.Just check the time when you attack the ES, and leave and rejoin 1 min later ;D !

the thing is adding refresh time its probably like 1 min and 30 sec if you dont use this bug, i can skip 30 sec so its better for me

You can skip a full minute starting from the time you attacked the es. You just have to get the time.right so u won't see the timer again.
you will see the 60 secs count down again tho if you left and returned before the 60 secs after you attacked.

It doesn't have to be 30 seconds. Your revival countdown just has to reach 0 (which doesn't show after you refresh).
