I recently topped up and have 24k gold, my team kirinji and drukia, main kido and zabimaru renji s, sado, also i have access to sogyo and kazes, well who doesn't have kaze.
My lv is 68 almost 300k bp.

In my opinion new partners will be very expensive, so we have to wait until they become affordable. But then, they will announce newer partners and "new" partners will become "old"... This is a cycle that you can not break. So just buy whoever is good to you and enjoy the game...

I get that, but most likely there going to be 40k, I myself am looking forward to some of them, but I started on a new server and I want to go ahead in my new server, that's why am getting 2 of them, and partners like koga a fairly new and op.

Since your level is still VERY low, I'd suggest going PVE to get more stones, souls, materials, and silver...
B Renji, Isshin, Hikifune, Shini Kensei, and Retsu Kenpachi are 5 all stars you should look at... if i had 24k gold to spend (personally i'd have topped up during Ultra Hero and gotten B Renji, Retsu Kenpachi, and Sexy Yourichi free, maybe even topped up another 2800 gold for a free sogyo too, but no use crying over spilled milk there) I would probably spend about 2 to 3k gold on stuff like protection stones and other smaller purchases, and the other 20kish gold on level 4 stone packs durring the next visored revenge... but my team would look like this by level 80, given i had no other top ups
Sogyo, Cute Orihime, Retsu Kenpachi, B Renji, Sexy Yourichi, Main (9th skill) Replacing Sexy Yourichi with Shini Kensei for extra PVP gusto, plus Shini Kensei + B Renji is a great combo in both PVP and PVE

Great overall, but on this server i want to fully focus on pvp

As well all those partners you listed I can get for free, so no point in buying them.

if your going PVP, Hikifune and Koga are probably your best pair in that case.
