Ussop in this version of the game is not a playable character. As for now he's one of many 'Sea battle' characters. What that means is instead of being in your formation, you can equip him to a cabinet within your ship. His ability will launch an area of effect damage towards all enemies on first round.
In the previous version 'Ultimate War' he used to be playable in your formation and could be upgraded to Soge-King :{. He used to attack backrow and was one of maybe two characters who could do so. Hopefully in future updates they will bring him back along with being a sea battle user.
