You can get them when you got a higher rank and when the max level increased to 100+ or something
We still dont have that updates for now

when i try to put someone in supporter it doesn't let me and say there no vacancy in formation.... What do i do?

u need rank 10th division captain to get 5th formation in party, just drag which one u want.
