All the spirit stones are lvl 4 and 3 block and crit, i know its worthless to discuss things like these low lvl, but still, I honestly don't know.

you need to reinforce your gears, also try refine to focus on wisdom, agility and crit. It will go up. Also dont forget zanpakto fortify etc

Set displayed is shitty, for sure, but yeah, depends on many other things as mentioned above.
