Renji is just slightly better in my opinion since rangiku is one that you get early on
After more thinking about it, Renji is better for PvP mid game, Rang is better for events though, by far in the same gear.
Rangiku do more crit, it takes her more up then Renji...
It all depends on a lot of factors, what server are you in? how strong are you in this server? What level are you and what level are other people? how much crit stones do you have to properly gear rangiku? is it for PvE or PvP purposes? etc. etc.
Personally when in Arena I found at high lvl 50s that against the stronger people of the server (around my lvl) who had more spirit stones (counter on VG) that Renji would be better than Matsumoto, but against the somewhat weaker (lower top 10 and lower ranks) that had less Counter spirit stones that Rangiku was very useful with her critting.
I suggest if you are part of the people who are in the higher levels (difference between you and highest lvl is ~5) you switch matsumoto for renji at lvl 55 or so.
So Matsumoto could be better with the right gear till lvl 55, but after that it's definitely going to be Renji IMO.

Renji still does more damage than rangiku even in events i've noticed so far, Rangiku was good pre60, now she is just, well , you should replace her ._.
Bottom line is, Rangiku is great up to about 60, then Renji just totally outshines her, and higher you go, the less useful she becomes, to the point where she can't even deal enough damage past the enemy vanguard defense.
i preffer renji than rangiku for pvp and pve but boths are really good

I use renji as my main ASSAULT (-Main) but when i go PVE events i take off my Vanguard and go with Renji AND Rangiku!

Probably true, i don't know the crit multiplier for event mobs, but if you can get Rangiku to have 90% crit rate in Events, then she is totally better than Renji.

And its a good idea to go with 2Supports and 3Assaults for Evil Spirit and Ryoka Attack (after a certain level) you dont really need a vanguard on these events better to go for the damage! And considering that you will be able to get both of them waaaay before you get to level 70 its a good idea to keep them both until you get lvl 70 Assaulters and depending on the situation you can switch them no prob )))
I had Ichigo at Lvl 81. His BP was 71k ...He has tones of potential with the right equipment and Spirit Stones. His first strike caused 32k Damage. But his getsuga was still weak. Dont sell him off. At the higher levels You upgrade him to Bankai with Hollow Mask.
