ALL mods exceed the cap whether it's mentioned or not, OP is just unlucky, remember one of TSI's mod that has 50% chance to restore the HP and it can happens literally at each hit he takes or the mod refuses to proc in 10 hits or even 20.

all except his 4th, and I spent coups and silver until I got them all to +10% or better... he can for sure get stunned and fury deducted, yes... however you can still block with both of those conditions... it's a trade off for sure, but if you aren't gonna pull that block rate up to at least 150%, there is no need IMO to boost it at all
