Ewwwww , that Zoro's fan Love Byakuya... but come on, zaraki ain't even bankai yet(Or at least I'm not aware of it.) and he is considered the strongest shinigami. this is not even a question. zaraki was considered and given the title of kenpachi even before ( manga spoilers) the fight with unohana which helped him to tap into his sleeping potential or power.
