Yeah, he's still not worth it though. It's more than easy enough for any high level player to get enough hit rate to make that kind of dodge useless. I got 200%+ hit on all my partners and it'd be a simple matter to stack 2 or 3 to 300%+
I think he'd make a good pair with Brenji... :P

No, buffs don't stack. Also his buff only lasts 1 round iirc

he has 100% fury regen, so its pretty much perm 30%, unless he misses XD, gotta get dat hitrate up
hes a pretty reliable partner tho, if you want to crit + break def. with a small heal

btw, what evo is the surpass on? is it 1st or 2nd? i doubt they would do 3rd with 30%. but im not sure, this question is for brenji and ishida
