I don't think that speed order takes account reiatsu attributes. My normal speed bonus order is different to when I have reiatsu applied.

Someone else asked me this same thing earlier today.
I can't tell ya what to buy, I can only tell ya what worked for me.
I also had to make the switch to 3-2-0, changing Kensei out for Senjumaru.
I personally think this is the current best PvE set up in the game, but I also know a lot of new partners are coming out that could completely change this. It could become an assaulter meta in literally one partner release, and now you're up supporter creek with no paddle. It's up to you, dude.

Getting Hiki or Oetsu to get almost a million speed isn't even possible I don't think.
