Definitely not.
The two usage are different, as written in the guide.

Yes.. after you reach lv90, the characters will be unlock.

i'm not azrial, but i can say you'd need to spend quite a sum of coupons and do the specified bonus points tasks that appear at the upper left side of the daily tasks screen.
